Circuits and noise: Sejm committees back a change to the Environmental Protection Law

The bill lets the authority set hours and temporary deviations from noise limits for motorsport circuits. The report is on the agenda of the Sejm sitting on 5 and 6 November.

Law and authorities

On 20 October 2026 two Sejm committees, sport and environmental protection, adopted a members' bill amending the Environmental Protection Law and moved that the Sejm pass it. It is a second route to settling the noise dispute around circuits, separate from the amendment to the Sports Act that we covered on 18 October.

What the bill changes

Where the source of noise is a sports facility of particular importance for training or competition, used for races, training and preparation with motor vehicles within the system of a Polish sports federation or an international federation, the environmental authority may take the nature of that activity into account in its decision on permitted noise levels. It may set hours, types of activity, temporary deviations and noise-reduction requirements. The conditions may only be periodic and may not significantly reduce the protection of residential areas. A reassessment of decisions issued earlier is requested by the facility operator. The law is to take effect 14 days after publication.

The committees narrowed the bill to sports with motor vehicles and deleted the provision on pending cases; the Sejm Legislative Bureau explained that new rules apply to such cases anyway. On 8 October deputy sports minister Piotr Borys said the bill is meant to give local authorities a basis for finalising the decisions on Tor Poznań, and Poznań City Hall, which as the landowner wants the circuit kept, said it is conducting proceedings.

What it means for the amateur driver

For now, nothing: there is no law yet. The bill speaks of races, training and sports preparation within the system of a federation, not of track days. Whether conditions set under it will cover drives in your own car, the bill does not settle. Until the administrative court rules, Tor Poznań operates on its existing terms, as we described on 18 October.

What we are watching

The report is on the agenda of the 68th sitting of the Sejm, 5 and 6 November 2026. We are watching the second reading, the vote and the Senate's position, and then the decision for Tor Poznań and whether it names track days.
